Project Labor Agreement (PLA) and Labor Compliance PROJECT LABOR AGREEMENT (PLA)
The PLA is applicable to construction work projects/contracts financed by funds authorized pursuant to Proposition A/AA for the renovation, rehabilitation, development and expansion of the nine colleges compromising the District.
It is the policy of the District that the construction work covered by the PLA shall be contracted exclusively to contractors who agree to execute and be bound to the terms of the PLA for the purpose of such work.
Pursuant to PLA Article II Scope of Agreement, projects subject to the PLA include:
prime contracts that are funded with at least $225,000 of Proposition A/AA and Measure J funds; or
specialty contracts that are funded with at least $25,000 of Proposition A/AA and Measure J funds
