Local, Small, Emerging, Disabled Veteran (LSEDV) Program


The Los Angeles Community College District (LACCD) is committed to the participation of Local, Small, Emerging, and Disabled Veteran (LSEDV) firms. Through Board Rule 7103.17 Opportunities for Local, Small and Emerging Businesses, the Board of Trustees established a 30% LSEDV participation goal that applies to all Build Program contracts.

Small Business Resources 

Types of Businesses


Local Business Enterprise - A business having its principal place of business in the County of Los Angeles for at least the most recent twelve months.

Small Business Enterprise (SBE) - A Small Business Enterprise (SBE) means a business that has met the applicable ownership, operation, and size requirements, and has been certified by a Federal agency or a California public agency as an SBE.

Emerging Business - A Small Business Enterprise (SBE) that has been in business in its substantially current form for up to five (5) years.

Disabled Veteran Business Enterprise (DVBE) - is a business that is 51% owned and operated by one or more disabled veterans certified by the State of California Department of General Services or Federal government agency.

Small Contractor Boot Camp Program


The Small Contractor Boot Camp Program is a six-week seminar program designed to provide small contractors with the tools necessary to improve their competitive capacity to compete in public works through a comprehensive hands-on curriculum. Seminar topics include: public contract law, bonding, certification, how to bid on LACCD projects, access to capital, estimating, scheduling, labor compliance and how to work under a Project Labor Agreement (PLA). At the conclusion of the program, small contractors will be ready to bid on Build Program contracts.

LASC - Celebrates the School of Science Steel Topping out

August 13, 2018-Los Angeles Community College District officials joined the design-build team, Harper Construction Co. and Sillman Wright Architect officials for a special ceremony celebrating a construction milestone for the School of Science Building at Los Angeles Southwest College. The new, $16 million School of Science is an environmentally friendly, 27,000-square-foot, two-story building funded by 2008’s $3.5 billion Measure J for the modernization, renovation and new construction of LACCD facilities. The building will feature state-of-the art labs, classrooms and a rooftop observatory or students and faculty to gather. The School of Science building is expected to open in Fall 2019.
