Local, Small, Emerging, and Disabled-Veteran (LSEDV) Business Program

The Los Angeles Community College District (LACCD) is committed to the participation of Local, Small, Emerging, and Disabled-Veteran (LSEDV) owned businesses. Through Board Rule 7103.17: Opportunities for Local, Small and Emerging and Disabled-Veteran Businesses, the LACCD Board of Trustees established a 30% LSEDV participation goal that applies to all Build Program contracts.

Small Contractor Boot Camp

The Los Angeles Community College District (LACCD) Small Contractor Boot Camp is a four-session program designed specifically for small contractors to improve their competitive bidding capacity.  Through a comprehensive, hands-on curriculum, small contractors will learn more about the pre-qualification process for the Pre-Qualified Service Provider (PQSP) bench contracts for projects ranging from $25K – $5M, how to bid for work, and successfully execute BuildLACCD construction projects.

Types of Businesses

Local Business Enterprise – A business having its principal place of business in the County of Los Angeles for at least the most recent twelve months.

Small Business Enterprise (SBE) – A Small Business Enterprise (SBE) means a business that has met the applicable ownership, operation, and size requirements and has been certified by a Federal agency or a California public agency as an SBE.

Emerging Business – A Small Business Enterprise (SBE) that has been in business in its substantially current form for up to five (5) years.

Disabled Veteran Business Enterprise (DVBE) – is a business that is 51% owned and operated by one or more disabled veterans certified by the State of California Department of General Services or Federal government agency.
